The JoCo Weatherization Program is offered to all residents of Josephine & Jackson Counties that qualify within the program guidelines. The purpose of the program is to streamline the process of incentivized energy efficiency upgrades without the bureaucratic hindrance often referred to as red tape. JoCo Weatherization is privately operated and utilizes utility funded incentives and contractor discounts to offer affordable solutions for energy upgrades. This Pilot is for attic insulation upgrades. Not all homes will qualify but most will.
Oregon utility customers pay into an energy program each month. This is where the funds come from. Homeowners typically do not understand or even know that these funds are available. There is a considerable process for paying customers to get the upgrades done and apply for rebates to get back at a later date. Low income households will get upgrades done at no cost through multiple government programs that are expensive and not efficient. Hence the long wait lists.
We are the private sector. We handle all of the paperwork and finance the whole process with private money. Costs from the contractors are discounted and work is streamlined by professionals through a volume platform. This allows attic insulation to essentially be offered at no cost to the consumer. Everyone wins wit this type of process. Contractors are the financers and make a profit. Customers have no out of pocket expenses. Comfort and energy savings is attained at a fraction of the time and cost.
